Is RTI act is actually effective or even useful ?

I feel that now the PMO is not giving any informations, and its forbidden for congress high command, and not a single corrupt politician is been effected by this act. To add the toping PMO is not ready to reveal the black money details in swiss bank which is almost double of india's loan in worldbank. Is it only to trouble some low graded officials and the uncle next door!! such a shame?
